Picture will not upload

Created a shortcut, when I drag the pic over I never get the green plus sign. When I go to open the pic it says preview not available

You can't display images in Workspaces. Don't worry; the image is still accessible in your CSS and HTML programs, and you can still display the image on the web browser by using the img tag in the HTML.

The picture is still not there. When I go to change the name instead of .jpeg at the end it says shortcut. Picture never shows when I click preview or anywhere else. Like I said the + never turned green stays blue. ANy help would be so greatly appreciated, completely and totally stuck.
