It looks like you've just got to initialize mBarsCount up when it was declared.

public class GoKart {
  private String mColor;
  public static final int MAX_MARS = 0;
// public static final int MAX_BARS;
  private int mBarsCount;
  public static final int CHARGE = 8;

  public GoKart(String color) {
    mColor = color;
 // mBarsCount = 0;
  }

  public String getColor() {
    return mColor;
  } 
}
