Knowledge of CSS and some Adobe Illustrator should be sufficient for this. For the labels to appear on hover probably jQuery is used.

Creating interactive charts is a pretty advanced topic, you can use a combination of D3 (a JavaScript library), SVG, Canvas and a bit of JQuery to tie it all together.

If you check out the source, you'll note it was built with SVG, there aren't any courses for that here on Treehouse.
