Problem installing with XAMPP

Hey. I started the introduction to PHP, but my computer (a 2013 Toshiba Satellite with Windows 8) won't let me download XAMPP or WAMP. I get the files in my downloads folder but it won't let me proceed from there, tells me I can't run it and that I should contact the company producing the software). Any suggestions? Hope I can move to the next part of my learning adventure (Become a PHP developer) while I figure this out...

try running it as an administrator. Make sure you downloaded the windows version found here It should work on windows 8 although you might need to follow instructions listed here
