problem with loading the ruby server

i did as the instructor did,i copied the http://0.0.0.0:3000 in the browser but i had This webpage is not available, i dont know why, someone please help

Are you on Windows by any chance?

If so, there's a teacher note below that video which notes to use the address http://127.0.0.1:3000 on Windows.
