I don't have any resources for proposal templates per-se, but if you do come up with a template that you like, I find the service Nusii (http://www.nusii.com) to be very helpful in the proposal process. You can create proposal template, re-usable sections, and pricing components. We are currently trying this service out with our clients, and so far they love it. Proposals can be delivered as a live interactive webpage or via PDF. You can even get notifications when a client views the web version of your proposal.
