2,517 PointsYes you can publish apps when they are in beta. In the Google Play developer's console, go to new application and give your app a name. Go to prepare store listing and then go to the 'APK' Tab on the left and then on the top click 'BETA TESTING'. Press 'upload your first apk for beta testing' and then it's mostly straightforward from there.
