Can you try and run this https://support.microsoft.com/en-us/help/2999226/update-for-universal-c-runtime-in-windows to see if that helps. If that doesn't then you might need to try and remove Microsoft Visual C++ Redistributable and then re install it which you can download it from https://www.microsoft.com/en-us/download/details.aspx?id=48145
