Python Dates and Times in Python (2014) Where on Earth do Timezones Make Sense? pytz Format

pytzstring.py

Looking at other examples and tried them out but they don't seem to be working out. What am I doing wrong.

pytzstring.py 
import datetime
import pytz

fmt = '%m-%d %H:%M %Z%z'
starter = datetime.datetime(2015, 10, 21, 4, 29)

pacific = pytz.timezone('US/Pacific')
local = pacific.localized(starter)

def pytz_string = local.strftime(fmt):
    return local.strftime(fmt)

Remove the d in localized. Also pytz_string is supposed to be a variable, not a function.
