Question about Bootstrap/similiar sites/other frameworks

I have a general question regarding Boostrap and other sites that may be similar in regards to creating a new website.

Do people more often than not when creating a new website (whether it be for small buisness/personal/anything really) use frameworks such as Bootstrap or others as a "base" or do people generally just build things from scratch, Im sure this is a bit of a broad and loaded question but Im still a noob and learning :P

Generally speaking most modern sites are built with some kind of a front-end framework. They solve most browser inconsistencies and make creating the layout MUCH easier (and easier to make responsive, too).
