quotes vs no-quotes with AS in SQL

SELECT SUM(cost) AS 'total_spent', user_id FROM orders GROUP BY user_id ORDER BY 'total_spent' DESC;

is different than

SELECT SUM(cost) AS total_spent, user_id FROM orders GROUP BY user_id ORDER BY total_spent DESC;

Why does it matter if the alias is a string?
