rails problem

When using local host it says: Unable to make a secure connection to the server. This may be a problem with the server, or it may be requiring a client authentication certificate that you don't have. Error code: ERR_SSL_PROTOCOL_ERROR

Why isn't it connecting?

try clearing your cache and cookies and see if that helps.

Unfortunately it still doesn't work. Would it have anything to do with using a library's internet access?
