random question about REST and CRUD

I know bit about CRUD and still struggling with REST, CRUD is relatively easier to understand than REST. I am not specifically trying to ask the difference and what they are here, cuz it might take sometimes. Anyways, my question is CRUD and REST are specific terms used in Rails or these are general terms for every programming language? Hope I am making some sense. thanks!
