Record Snippets of Videos

I'm looking for a tool that can allow someone to record snippets of a YouTube or TedTalks video or any other video hosted on the web (legally). I used to have a tool in the past that accommodated this, but I can't remember the name and I know Snag-it doesn't retain the quality, any direction would be appreciated.
