You have some mistakes in your syntax

$(document).ready(function() {

  $("#add_button").click(function() {
    var toAdd = $("input");
    $('ul').append("<li>"+toAdd.val()+"</li>");
    toAdd.val("");
  });

  //changed part below
  $("input#checked").click(function(){
    if($("input#checked").is(':checked')){
      $('span').css('textDecoration','line-through');
    }else{
      $('span').css('textDecoration','none');
    }
  });

});

thank you !!
