Request for new track: How to buy development project

Hi,

I think a lot of people would benefit form a track that would cover the basics of how to successfully purchase a development project from a vendor or a freelancer. Technically the idea would be to better enable people who code and people who buy to speak to each other more efficiently.

At least for me, the interesting topics could include (as a buyer): -how to write/develop a design brief, -how to describe functionality to allow maximum freedom but still be specific enough, -how to describe the the required connections to other projects/existing systems, -how to track the progress to ensure good project management, -how to estimate time required for the project, -how to evaluate and compare different vendors/freelancers
