PHP Enhancing a Simple PHP Application Cleaning URLs with Rewrite Rules Introducing Rewrite Rules

Rewrite not working

I am using XAMPP, I have the code typed word for word and have ensured the rewrite rule in httpd.conf and httpd-xampp.conf are not commented and sent all instances of AllowOverride None to AllowOverride All. Still no luck and my Google-Fu has failed me here. Any suggestions?? Thank you!

EDIT: I also restarted Apache.*
