What you have written is correct. It just isn't in the correct spot. Your mixin needs to be separate from the if/else conditional. RIght now, you have the if/else inside of the mixin, but it needs to be outside. So, just close off the mixin, and move the if/else outside, and you're good to go.
The corrected code is below for your reference. You'll see how the variable and if/else are now outside of the closed mixin.

.#{$make} {
border: 1px solid black;
background-image: url("#{$color}.png");
}
}
$time : morning;
a {
@if $time == morning {
color: red;
}
@else if $time == afternoon {
