Depending on what language your building your site on it will vary. Aside from html you have to learn a back end language like php, Python, Ruby or another back end language. You can use the html form element to creat the sign up form but once that is done it will do nothing unless you add a back end language. But to start out designing your sign up form check out this site that shows you how to creat form elements.
