Scroll: snap to?

I've seen beautiful websites where the user scrolls, but the page gently slows down and kind of snaps the beginning of a div to the top of the page.

What is the best way to replicate this in JS/JQ?

You could try this page that uses some basic JQuery to give a smooth scrolling effect after it is clicked. I'm sure this can be modified to fit your desire. StackOverflow: JQuery Scroll To Element.
