The scrum master's responsibility is to the team and to the sprint. The scrum master will do anything she can to unblock team members and enable them to successfully complete the sprint, even if that means saying "no" to someone requesting something new or something that might distract the team from their commitment.

This comes up during the standup. The scrum master is listening for blocking issues and trying to figure out what can be done to resolve them.
