Set the "contact" link to begin composing an email in the user's default email program when clicked?

You are so close!

After the mailto, you need to include the email address it's being sent to:

<p>Contact me at <a href="mailto:person@gmail.com">this email</a>.</p>

By clicking that link, the user's email will open, and the To: will be that email.
