Setting newer version of phpmyAdmin and no option to add user.

php myAdmin is asking to upgrade to a newer version of php myAdmin. I unpacked the .Zip in the xammp file, only it just using the newer version when i open up the database server. Next I was looking in the useraccount and there is no option as to create a new account.
