Setting up virtual environment. Why does symlinks are not working?

I have installed virtual environment with the --user flag but it doesn't work when I go to ~/library/python/3.4/bin and do virtualenv venv it says the command is not found. Any idea?

Is ~/Library/python3.4/bin on your PATH?

I was having the path wrong. Thanks Kenneth.
