Shared webhosting question

I was wondering if any of the hosting sites you guys use let you customize port connections on a shared webhosting plan. I use GoDaddy on a 7$/month plan and they don't let me unblock any ports, which is a problem for what I'm trying to do. They let you if you have a VPS or Dedicated Server but the cheapest option is currently 40$/month. Any alternatives out there?
