I am doing some Template designing by using PSD files (different projects). I just want to know if I should make responsive design side by side for different Screen resolutions? I find it really hard when check my page on small or bigger resolution vice versa.
An advise will be great.

42,016 Pointsgenerally its a good idea to design for small screen sizes first, then work your way up to the larger screen sizes. the idea is its easier to add stuff to a minimal design (the small screen designs) than it is to remove stuff from a complex design (the larger screen designs)

"a tool to test your site in a variety of different devices" Screenfly or this chrome extension Resolution Test maybe.. and also maybe, search by "graceful degradation" and "progressive enhancement" on your favorite search engine and see what fits your project.
