Shouldn't we use "to" with relative URLs?

According to: http://stackoverflow.com/questions/22074545/difference-between-redirect-and-redirect-to-in-sinatra for relative URLs like used in the video for Sinatra redirects, we should use the "to" method as well. Still, the author doesn't use the "to" method and all works well. So what's going on here?
