HTML Responsive Images Image Delivery with Srcset and Sizes Adding Sizes

Sizes and srcset

How does the srcset in conjuction with the sizes attribute pick the right picture. If I have this image:

sizes="(min-width: 1024px) 512px,
                  100vw"
srcset="img/banner-large.jpg 2048w,
                  img/banner-medium.jpg 1400w,
                  img/banner-small.jpg 800w"

I thought that the last picture would always be chosen (800w), because of the 512px (sizes) and the small image 800w, but it did not always? Why?
