Snag in Ruby and Rails Interactivity - hover -appear, code

I am still trying to fund the missing link link in ROR Interactivity Project. Now edit and delete do not show up with hover.

I decided to put this on Tumblr. I am grateful for all help so far. There may have been problems with legibility.
