If you want to get off the ground fast then I would go with WordPress + BuddyPress which will allow you to quickly have a Social Network Website very quickly.

If you want to learn how to build a Social network from scratch and have no programming experience at all then I would start with the basics of HTML, CSS, Javascript and jQuery first and then once you're comfortable with the foundation then add on PHP and MySQL.

Others use Ruby but I have no experience with Ruby so I can't give you an opinion on the Ruby vs PHP debate. What I can say is that PHP is very well documented and finding answers to php questions is very simple.
