SQL Function VS JS Function?

Is it more efficient to execute a function like this on a data request (SQL), or to receive the entire value from a table and shorten it with JS?

Handling data is what database engines are good at, so generally any kind of selection and filtering done in the database will be more efficient than transferring the entire data to the app and doing it there.
