This looks a bit more like "homework" than just a "puzzle". But the table structure is rather odd. Perhaps that's what question "b" is all about.

But for question "a" my suggestion is to consider joining the "car" table twice: once to look up the car, and again to look up the "parent".

This isnt homework ahaha I'm not in education but thank you for the help
