SSL is used to secure transfer of sensitive data, but is SSL necessary/recommended for serving static content?

16,593 PointsSSL is necessary for sensitive data as you have stated, so unless the static content is something that needs to be sensitive you don't need it. Google does factor in if a site is secure or not in it's ranking algorithm but nothing indicates that is significant enough to worry about.
You can go the SSL route for free with Let's Encrypt https://letsencrypt.org/ . Really it is up to you if you want to offer SSL if it isn't a requirement (PCI or HIPAA info).
