Stateless function components cannot have refs.

I followed the steps exactly and got this error message, may I know what is going on?

Thomas Edison, the issue comes from using outdated versions of react. You can fix it by updating the project dependencies. Run:

npm i -g npm-check-updates
ncu -u
npm install

Once you have updated it should work fine.
