Stuck on Generate a Rails Application tutorial

Hi guys, I'm currently stuck on this tutorial http://teamtreehouse.com/library/programming/build-a-simple-ruby-on-rails-application/getting-started-with-rails/generate-a-rails-application I'm currently using windows 8, how do I create the directory that the narrator did 1.9.3 [~/Projects]$ since he is using a Mac OS to show us. Or how do I get to that step using the command prompt in windows 8. Please help, have been stucked at this step for some time.
