Style.css does not affect web page

This is verified on two browsers and even with project files downloaded from the project. Is there a way for the computer to shut itself off styles?

did you add rel="stylesheet"?

Sure... also checked that the filename matches the rel="" and probably all the basic. It just seems to be ignoring the styles.css

can you please post the content in the <head> of your index.php file? also tell us were your style.css file is located relative to your index.php file
