The exact message one the pop up is "unable to save /index.html"

Try uninstalling ST and re-install then reboot your system and try to save a new file to your desktop does this work?

Sounds like you are trying to save your index.html in the root directory which is named /.

Try saving the file on your Desktop.

If you are trying to save your file as "/index.html" it won't work because the / makes the file name invalid. Try "index.html"

I' ve tried again, for some reason the pop up says it reads with a "/" but I did not type that in.

Are you using a unix based operating system? Os x, ubuntu? Probably you are trying to write to a protected directory. You already tried saving into a other folders such as Desktop?
