Subtitle is not showing

As said in the title, The subtitle is not showing in the video even though I turned it on. What is the problem? (I'm using Chrome/Windows 7 64bit)

I 've got the same on some videos, and I contacted the support some weeks ago, I got as answer that was normal.

With new videos It can sometimes takes a few weeks for them to show up.
