CSS CSS Foundations Advanced Selectors Additional Pseudo-Classes

:target pseudo-class only for fragment identifiers?

Is there any use for the :target pseudo-class besides targeting elements on the page that are linked to via a fragment identifier?

Not from what I can tell. CSS-Tricks is a great go-to resource for CSS explanations and from what I just read there, the :target pseudo selector is used just like you said.
