So I created a function get_all_flavors in the function.php file. Cant figure out where things are going wrong.

17,781 Pointsis your require method actually on the same line as the comment? That could keep it from working. Also, you don't want to echo out the function call. Since the foreach loop is calling a variable $flavors, you want to store the returned value of the function in the variable $flavors like this:
$flavors = get_all_flavors();
