Tether JS - Specifically in Bootstrap 4

I've used Bootstrap 3 a lot and am just making the switch to 4. I took the course here on it from Guil although some of the documentation has definitely changed since then.

I've never used Tether before and it was required in Bootstrap 3. I'm curious what it's used for as well as what JS components rely on it? Do I always need to include it with a Bootstrap 4 project? Thanks!
