the creation of a psychological experiment

Hello all, I wanted to get advice on how to reach the particularly specific goal of creating programs for psychological experiments that can be run on both Mac and PC. There are many such programs available, such as PsyScope (freely available, made with Python and only for Mac), and E-Prime (verrry expensive PC program), Wextor, and Ibex (for online experiments) among others. However, having my own tools to be able to manipulate and generate new paradigms would in the end be a more productive venture. The goal then is to be able to create a local environment that records data (reaction time to stimuli, button presses, etc), allows for the randomization of within and between blocks, and outputs results in an accessible manner. Any advice on what kind of route to take, if possible on Treehouse, would be great. Thanks!
