I just downloaded the files and see it there.

I think the confusion comes from there being different zip files with different videos / at different points in the project.

wp3.2.01.zip - no CSS file

Basic Markup for WordPress Settings Pages

wp3.2.02.zip - no CSS file

Adding CSS to WordPress Plugin Settings Pages

wp3.2.03.zip - 2x (duplicate) of wptreehouse-badges.css

This looks like a bug. The download says 'Project Files', not 'Lesson Files', so IMO everything should be in that one file and linked to from all lessons in the project.
