PHP Integrating PHP with Databases Using Relational Tables Preparing SQL Statements

The Media table seems empty

function full_catalog_array() {
    include ("connection.php");

    try {
      $results = $db->prepare("SELECT media_id, title, category, img FROM Media");
    } catch (Exception $e) {
      echo "Unable to retrieved results";
      exit;
    }

    $catalog = $results->fetchAll(PDO::FETCH_ASSOC);
    return $catalog;
}

It returns an empty array. Why is that?

That's because you haven't actually executed the query, it has just been prepared, after it has been prepared and the parameters or values binded if any, you have to actually execute it calling execute() on your PDO OBJECT where you just called your prepare method like so $myPDOOBJECT->execute();
