why we must to put it in the media quaeries tag ? can we put it outside it ?

Media queries are for accommodating different display devices.

I'm not sure what "it" you are referring to, but normally you place something in a media query when the styling needs to be handled differently on certain displays. For example, sometimes a multi-column display needs to be re-arranged into a single column for a phone.
