HTML How to Make a Website Responsive Web Design and Testing Adding Breakpoints for Devices

the second breakpoint of 660px doesnt work

@media screen and (min-width: 480px){
    body {
        background: navy;
    }
}

@media screen and (min-width: 660px){
    body {
        background-color: black;
    }
}

when i change the screen to something below 480 px its white but anything bigger is navy. however, anything bigger than the 660px does not turn black. (ive been trying different colors). im currently using sublime text and building it on chrome
