The small caps of a typeface is what?

I'm having problems with this question. Isn't the small caps of a type face capital letters near the x-height?

Hi Eugene, your answer is correct, the small caps often to hit near or just above the x-height, however, that is only half of it. Around 1:42 of the first part of the Typography, Mattox talks about how small caps are not just scaled versions of the full caps, instead, the have been modified to have the same overall weight, feel, and spacing of the rest of the font.
