Having a quick look at the workspace provided and the topic.
It looks to me that this course is on using Sass/Scss.
In this section you should therefore me using _headlines.scss not _headlines.css.
If I have missed the point I apologise but could you explain your issue your experiencing.

21,689 PointsThat's really strange I've literally just opened the workspace myself and its there.
If it helps here's my workspace with _headlines.scss included. otherwise you could always add it yourself just don't forget to @import it into the applications.scss.
