this is really vexing, what am i doing wrong?

i'm not really sure how i'm supposed to solve this one (step 1)

pytzstring.py
import datetime
import pytz

fmt = '%m-%d %H:%M %Z%z'
starter = datetime.datetime(2015, 10, 21, 4, 29)
starter = pytz.timezone("US/Pacific")
local = starter
