Tracing so accurately is a matter of...

Hello guys. Mat traces so accurate, seems he is using a pen tablet. I'm wondering is that ever possible to trace normally with a mouse? Is that a matter of practice or the matter of the tool?

It looks like he's using a pen tablet. Although I've found that over the years of illustrating with a mouse that I'm steadier with the mouse than with a pen tablet. I think it's just a matter of what you practice with the most
